On June 29, 2010 the Senate approved an amended Bill C23A which will affect the laws governing the granting of a Canada Pardon.

There are a number of changes to the rules that go into affect immediately.  Most of the changes relate to sexual offences, making it more difficult to obtain a pardon for those crimes.  The government now requires written explanation from all applicants who have an indictable offence regarding their rehabilitation.

The new law has also given the government the right to deny a Canada Pardon if the pardon would “bring the administration of justice into disrepute.”  Which essentially gives them the ability to deny a Pardon at their discretion.
