Many truck drivers in Canada need to cross the USA border and the FAST card makes it much easier for truckers to cross.
A criminal background check is done when applying for a FAST card and the card will be denied if any criminal charges show up.
If the trucker get a Canada Pardon before applying for a FAST card, it is unlikely that the criminal record will show up and they will get the FAST card.
